Is one layer of bubble wrap sufficient to protect most fragile items when shipping?

Bubble wrap is also used as a protective shield for your product. However, one layer of bubble wrap alone will not suffice for the protection of your most fragile items. It requires as many as three sizes of bubble wrap to secure it.
